Germany’s licensed betting market under the GlüStV 2021
Online sports betting in Germany is governed by the Interstate Treaty on Gambling 2021 (Glücksspielstaatsvertrag, GlüStV 2021), which came into force on 1 July 2021. Since 1 January 2023, licences have been issued by a single authority, the Gemeinsame Glücksspielbehörde der Länder (GGL), and every approved operator appears on its public whitelist. You must be 18 to bet, and a licensed site will verify your identity before you can play.
The treaty is under review: its evaluation is due by 31 December 2026, and an amending treaty is going through the state parliaments. Our Germany betting laws guide tracks those changes.
Why 888sport is the only sportsbook on this list
The GGL whitelist includes many sports betting licensees, so a single-brand ranking does not mean 888sport is the only legal option in Germany. It means 888sport is the only operator we have reviewed in full and confirmed on the whitelist so far. We would rather show one verified sportsbook than pad the list with brands we have not checked, and we will add more as our reviews are completed. In the meantime, use the GGL whitelist to confirm any other operator before signing up.
What 888sport offers German bettors
888sport holds a GGL sports betting licence through 888 Germany Limited and scores 8.9 overall. It is our pick for football bet builders, which suits a market built around the Bundesliga, the 2. Bundesliga, the DFB-Pokal and German clubs in Europe. It rates 9.2 for markets and 9.0 for both odds and payouts, though it does not offer live streaming, which matters less here given the limits on in-play betting.
Payment options cover what German bettors tend to use: PayPal, Klarna, Trustly, Visa, Skrill, Neteller, Paysafecard, MuchBetter and bank transfer, with a €10 minimum deposit. The welcome offer is a 100% first-deposit bonus up to €100; check the wagering requirements and minimum odds before opting in.
Rules that shape betting in Germany
German regulation is stricter than most, and it changes how betting feels day to day. These are the rules you will notice first:
- A €1,000 monthly deposit limit applies across all licensed operators combined and is tracked through the central LUGAS file; operators may raise it only after affordability checks.
- A 5.3% betting tax is charged on stakes, and many sportsbooks pass it on to customers, so check whether it is deducted from your stake or your winnings.
- Live betting is restricted, in some sports to the final result and the next goal, set or similar event.
- Every licensed site checks the OASIS self-exclusion system at sign-up.
OASIS self-exclusion and support
OASIS, the nationwide player exclusion system run by the Regierungspräsidium Darmstadt, blocks you from all licensed gambling in Germany. A self-exclusion lasts at least three months, and licensed sportsbooks must accept a request and pass it on to the system.
Check dein Spiel, run by the BIÖG (formerly the BZgA), offers free advice on 0800 1 37 27 00. Recreational winnings are not subject to income tax, but that is no reason to bet more: decide your monthly budget well below the €1,000 cap and stick to it.
