Betting legally in Italy: the ADM concession system

Italy uses a concession model. Only companies awarded a remote-gaming concession by the Agenzia delle Dogane e dei Monopoli (ADM) may accept bets from players in Italy, and the regulator blocks websites that lack one. Legislative Decree 41/2024 reorganised the market: new nine-year concessions took effect on 13 November 2025, each tied to a single website, which is why licensed sites now display concession numbers in the GAD 160xx range. The minimum age to bet is 18.

Winnings from ADM-licensed sportsbooks are tax-free for players and do not need to be declared, because the operator is taxed on its betting margin instead. Our Italy betting laws guide explains the framework in more depth.

Why this page does not feature bonus offers

Since the Decreto Dignità came into force in 2019, all advertising and sponsorship of gambling with cash prizes, including the promotion of bonuses, has been banned in Italy. We follow the same principle on our Italian pages: we do not show or promote welcome offers, and the ranking below is built entirely on odds, markets, apps, payouts, customer support and responsible gambling tools.

How the six ADM-licensed sportsbooks differ

LeoVegas leads with a score of 9.0, mainly thanks to the best app in our Italian table (rated 9.5) and the top payouts rating (9.2). It streams live events and accepts PostePay. 888sport follows on 8.9 and runs its sportsbook on 888casino.it under concession GAD 16045; it rates highly for markets and odds overall but sits lower on our football list than the specialists. William Hill (8.8) is our pick for cash out, with live streaming, a €5 minimum deposit and PayPal or Skrill withdrawals within 24 hours.

Eurobet (8.5) is the Serie A specialist, with very deep Italian football coverage and a Combo Builder for same-game bets. bwin, also on 8.5, is the choice for live betting and tops our Italian tennis and rugby lists, but it does not take PostePay. Gioco Digitale (8.2) is the simplest of the six, built on the same Entain platform as bwin and suited to bettors who prefer small stakes. Eurobet, bwin and Gioco Digitale all operate under concessions held by Eurobet Italia S.r.l.

What to look for as a bettor in Italy

Serie A drives the market, followed by the Champions League, the Coppa Italia and Serie B, so depth on Italian football matters more than the number of exotic leagues on offer. Tennis has grown rapidly with Jannik Sinner at the top of the men’s game, basketball has a loyal following through the domestic league and the EuroLeague, and the Six Nations brings a burst of rugby interest every spring.

On payments, PostePay, the prepaid card from Poste Italiane, is a staple for many Italian bettors. LeoVegas, William Hill, Eurobet and Gioco Digitale accept it, while 888sport and bwin do not. PayPal works at all six. If you prefer to start small, William Hill, Eurobet and bwin take deposits from €5; the others start at €10.

Responsible gambling in Italy: the RUA and the national helpline

Italy has a single self-exclusion register, the Registro Unico delle Autoesclusioni (RUA), managed by ADM. Self-excluding through it blocks you from every licensed betting site at once, not just the one you are using. Deposit limits and time-outs are also available in the account settings of each licensed sportsbook.

The Istituto Superiore di Sanità runs the Telefono Verde Nazionale per le problematiche legate al Gioco d’Azzardo, a free helpline on 800 558 822. Keep betting to an amount you are comfortable losing, and reach out early if it starts to feel like a way to make money rather than a pastime.

Frequently asked questions

Is online sports betting legal in Italy?

Yes. Online betting is legal when the site holds a remote-gaming concession from ADM (Agenzia delle Dogane e dei Monopoli). Sites without an ADM concession are illegal in Italy, and ADM blocks them.

Who regulates betting in Italy?

The Agenzia delle Dogane e dei Monopoli (ADM, formerly AAMS) grants and supervises remote-gaming concessions. Since 13 November 2025 every operator works under a new nine-year concession awarded under Legislative Decree 41/2024.

How can I check that an Italian betting site is licensed?

Look for the ADM logo and the concession number (for example "Concessione GAD 16012") in the site footer, then find that number and the site's domain in ADM's official list of remote-gaming concessionaires on adm.gov.it.

Do I pay tax on betting winnings in Italy?

No. Winnings from ADM-licensed sites are paid in full and do not need to be declared, because the tax is paid by the operator on its betting margin. Winnings from unlicensed sites outside the EU/EEA are treated differently and may have to be declared.

What is the minimum age for betting in Italy?

You must be 18 or over. Licensed operators verify your identity, usually using your codice fiscale and an identity document, or SPID/CIE, before you can withdraw.
