Peru’s licensed betting market since 2024
Peru is one of the newest regulated betting markets in Latin America. Law 31557, amended by Law 31806 and implemented by Supreme Decree 005-2023-MINCETUR, came into force in February 2024. Since then, sportsbooks need an authorisation from MINCETUR’s Dirección General de Juegos de Casino y Máquinas Tragamonedas (DGJCMT), valid for six years, and MINCETUR blocks platforms that operate without one. You must be 18 or over to bet.
To check a site, note the Peruvian company name and MINCETUR registration code in its footer (sports betting codes start with 21) and match them against MINCETUR’s list of authorisation holders. A .pe domain on its own proves nothing. Players pay no tax on winnings, because the 12% remote gaming tax and the selective consumption tax fall on operators. Our Peru laws guide has the full background.
Liga 1, the Copa Libertadores and local payments
Football comes first in Peru. Liga 1 matches involving Universitario, Alianza Lima and Sporting Cristal attract the most bets, followed by Peruvian clubs in the Copa Libertadores and Copa Sudamericana and the national team’s World Cup qualifiers. Apuesto is our pick for Liga 1, while 1xBet offers the most depth on tennis, basketball and international sport.
Local payment methods make a real difference. Yape and Plin let you pay from your phone using a mobile number, and PagoEfectivo generates a code you can pay in cash at agents or through online banking. Coolbet and Apuesto accept Yape and Plin, all three sportsbooks take PagoEfectivo, and 1xBet adds TuPay. Minimum deposits are S/ 8 at 1xBet and S/ 10 at the other two.
How 1xBet, Coolbet and Apuesto compare
1xBet tops our Peru ranking with 8.7. It has the widest market range here (rated 9.5), maximum depth across football, tennis, basketball and several other sports, live streaming, and bank transfer withdrawals that usually arrive within 24 hours. Its 100% first-deposit bonus up to S/ 1,200 is the largest headline figure, but the wagering terms decide its real value. It also has the lowest responsible gambling score of the three, at 7.0.
Coolbet (8.3) is the choice for low margins, with an odds rating of 8.9, a bet builder, cash out and streaming on selected events. There is no dedicated app, and withdrawals are by bank transfer only, taking from minutes to one business day. Its welcome bonus is 100% up to S/ 200.
Apuesto (7.8) is run by a Peruvian company, 51 Gaming S.A.C., and is built around Liga 1, with cash out and live betting on local matches. Yape and Plin withdrawals take up to 24 hours, its welcome offer is a S/ 30 free bet on your first deposit with a low rollover, and it earns the best responsible gambling score in this market (8.3). It has no native app, support is not available around the clock and it offers fewer markets outside football.
Responsible betting in Peru
MINCETUR keeps a register of people barred from gambling, first created for casinos and slot halls and now extended to remote gaming and sports betting. Joining it blocks you from licensed betting platforms, and every licensed site must display a ludopatía (problem gambling) warning. Use the deposit and time limits each sportsbook provides as well.
