Is sports betting legal in California?
No. Sports betting is not legal in California, either online or at casinos and card rooms. That surprises many visitors, given that the state is the largest sports market in the country and home to more than a dozen major professional franchises.
The most recent serious attempt came in November 2022, when two competing ballot measures went before voters. Proposition 26 would have allowed in-person betting at tribal casinos and racetracks, while Proposition 27, backed by national online operators, would have legalised statewide mobile betting. Both were rejected by large margins, with Proposition 27 receiving one of the weakest results for a ballot measure in state history.
Why legal betting is stuck in California
The key players are California's federally recognised tribes, which hold exclusive rights to house-banked casino games under the state constitution. Most tribes want any expansion of sports betting to run through tribal gaming, and they have shown they can defeat measures that bypass them. Card rooms and racetracks have their own interests, and those disputes have kept a compromise off the ballot.
As of late 2026, no sports betting initiative has qualified for the ballot and no bill has advanced in Sacramento. Most observers expect tribes to lead any future effort, likely in a later election cycle.
Legal forms of gambling do exist in the state: the California Lottery, tribal casinos offering slots and card games, licensed card rooms and pari-mutuel wagering on horse racing at tracks such as Santa Anita and Del Mar. None of these includes betting on the outcome of sporting events, and daily fantasy sports continue to sit in a contested legal area rather than an expressly regulated one.
Legal options for Californians
Residents can bet legally by travelling to a state that allows it. Nevada offers casino sportsbooks in Las Vegas and Reno, Arizona has a full mobile market, and Oregon allows mobile wagering. Licensed apps will only accept bets while you are physically inside the legal state, so wagers stop working once you cross back into California.
We do not recommend offshore sportsbooks that market to Californians. They hold no US licence, are not accountable to any state regulator and can withhold funds with little recourse for customers.
A crowded sports calendar and gambling support
From the Dodgers, Lakers and 49ers to the Warriors, Rams, Chargers, Kings and Padres, plus college programmes such as USC and UCLA, California has more teams to follow than any other state. That is a big part of why operators keep a close eye on any change in Sacramento.
