Yes. Kentucky legalised sports betting in 2023 after years of failed attempts, when Governor Andy Beshear signed House Bill 551 at the end of March. Retail sportsbooks opened on 7 September 2023, and mobile betting followed on 28 September 2023. The Kentucky Horse Racing and Gaming Corporation regulates the market.
Kentucky is one of the few states where the minimum betting age is 18, so adults aged 18 to 20 can legally open an account and wager with licensed sportsbooks, both in person and online.
Of the three sportsbooks we cover, BetMGM and bet365 are licensed in Kentucky. BetRivers is not currently available. Both licensed brands offer a full menu of NFL, NBA, college and international markets, along with in-play betting and same-game parlays.
Online operators partner with the state's licensed racetracks, which hold the underlying sports wagering licences. Geolocation applies, and bettors around Cincinnati, Louisville and Evansville should note that Ohio and Indiana have their own markets with different age rules: both require bettors to be 21.
Kentucky's long tradition of wagering on horse racing, including the Kentucky Derby at Churchill Downs, shaped how sports betting was introduced. Retail sportsbooks sit inside racetracks and historical racing venues, and the regulator's name changed to reflect its broader gaming responsibilities.
Kentucky allows betting on college sports, including the Wildcats and Cardinals. Winnings are taxable income at state and federal level.
The 2023 law passed after more than a decade of attempts, helped by a broad coalition that included the racing industry and Governor Beshear, who had campaigned on the issue. Part of the state's tax revenue is directed to a fund for problem gambling services, reflecting concerns raised during the debate about allowing 18-year-olds to bet. If you are new to sports betting, start small, learn how odds and bet types work, and avoid chasing losses.
With no major professional franchise, Kentucky's betting interest is dominated by Kentucky and Louisville basketball and football, plus fans of the Bengals and Reds just across the river. Keeneland and Churchill Downs also bring racing fans to the state each spring and autumn, and many of them now place sports bets alongside their racing wagers. Because the minimum age is lower than in most states, it is worth setting limits early. The Kentucky Council on Problem Gambling provides resources, and 1-800-GAMBLER offers free, confidential help.
