Is sports betting legal in Wisconsin?
Yes, in person at tribal casinos, and online betting has now been approved in principle. Wisconsin's tribes began offering retail sports wagering after the state agreed amendments to their gaming compacts, with the Oneida Nation taking the first bets near Green Bay in November 2021. You must be 21 to bet at tribal sportsbooks.
Gaming in Wisconsin is overseen by the Division of Gaming within the state's Department of Administration, while each tribe regulates its own facilities under its compact.
How the hub-and-spoke model works
Under a hub-and-spoke system, a bet placed on a phone in Madison or Eau Claire is legally treated as being placed on tribal land, because that is where it is received and processed. The model mirrors arrangements used in Florida, and it lets the state authorise online wagering without changing the tribes' exclusive gaming rights. Tribes can partner with established sportsbook technology providers, but the licences belong to the tribes. Which brands eventually appear in Wisconsin will depend on the deals each tribe strikes.
The 2026 online sports betting law
On 9 April 2026, Governor Tony Evers signed Assembly Bill 601, which allows online sports betting statewide as long as the servers that process bets are located on tribal land. This hub-and-spoke model keeps online wagering under the control of Wisconsin's 11 federally recognised tribes rather than opening the market to independent commercial licences.
The law does not switch on mobile betting by itself. Each tribe must negotiate an amended compact with the state, and those amendments need federal approval before apps can go live. As of our latest review, no launch date had been confirmed, and none of the three US sportsbooks we rank is licensed in Wisconsin. We will update this page when the first apps are approved.
What Wisconsin bettors can do now
Until online betting launches, the legal options are the sportsbooks inside tribal casinos or a trip across the border. Illinois, Iowa and Michigan all have mobile markets, and Milwaukee and Kenosha residents are close to the Illinois line. Minnesota, to the west, has no legal sports betting. Remember that any app only works while you are inside the state that licensed it.
Offshore sportsbooks are not a lawful substitute while Wisconsin waits. They have no US licence or oversight, and we do not list them.
Packers, Bucks and betting responsibly
Few states have a closer bond with a team than Wisconsin with the Green Bay Packers, and the Bucks, Brewers, Badgers and Marquette add to a busy calendar. If you bet, keep it to money you can afford to lose. The Wisconsin Council on Problem Gambling runs a free helpline, and 1-800-GAMBLER is available around the clock.
