How Ontario sports betting sites are regulated

Ontario was the first Canadian province to let private companies run online sportsbooks. Its regulated market opened on 4 April 2022, a little over seven months after Bill C-218 made single-event betting legal across Canada in August 2021. Before that, the only legal way to bet on one game in the province was PROLINE+, the sports product run by the Ontario Lottery and Gaming Corporation (OLG), which is still available today.

Two bodies share the work. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator: it registers operators, sets the Registrar's Standards for Internet Gaming and enforces them. iGaming Ontario conducts and manages the market on the province's behalf and holds the operating agreements with each sportsbook. A site that appears on iGaming Ontario's list of regulated operators is legal to use; one that does not is not, however professional it looks. You must be 19 or older and physically located in Ontario when you place a bet, which is why licensed apps check your location before taking a wager.

Which of our sportsbooks are licensed in Ontario

Three of the four Canadian sportsbooks we review hold an Ontario registration: LeoVegas, 888sport and TonyBet. Each runs a separate Ontario-facing site that trades in Canadian dollars and follows AGCO rules on identity checks, deposit limits, complaint handling and the segregation of player funds. Stake is not on that list; its Canadian licence is for Alberta, so it does not appear in our Ontario rankings.

In practice, being licensed means that if a dispute over a settled bet or a delayed withdrawal goes nowhere with the operator's own support team, you can escalate it, and the AGCO can sanction operators who break the standards. That safety net does not exist on unlicensed sites aimed at Canadians.

  • LeoVegas: licensed by iGaming Ontario and the AGCO; our top pick for its mobile app.
  • 888sport: licensed by iGaming Ontario and the AGCO; broad pre-match and live markets.
  • TonyBet: licensed in both Ontario and Alberta.

Why we do not list bonuses for Ontario

Ontario has some of the strictest gambling advertising rules in North America. Under the AGCO's standards, operators may not advertise sign-up bonuses or other inducements to the general public; promotional details can only be shown on the operator's own site or to players who have chosen to receive them. In 2024 the province also stopped active athletes from appearing in betting adverts. To stay within the spirit of those rules, our Ontario pages compare sportsbooks on odds, markets, payout speed, apps and safer gambling tools rather than on offers.

Betting on the Leafs, Senators and Argos responsibly

Hockey drives much of the betting in the province, with the Toronto Maple Leafs and Ottawa Senators bringing huge NHL interest, while the Raptors, Blue Jays and Toronto FC keep the calendar busy through the rest of the year. The CFL has three Ontario teams in the Toronto Argonauts, Hamilton Tiger-Cats and Ottawa Redblacks, and every licensed sportsbook covers their games.

Since May 2026 Ontario has run BetGuard, a centralised self-exclusion programme that lets you block yourself from every regulated online gambling site in one step rather than contacting each operator separately. Licensed sites must also offer deposit limits, time-outs and reality checks. If gambling stops feeling like entertainment, ConnexOntario offers free, confidential help around the clock on 1-866-531-2600.
