Is Sports Betting Legal in Mexico?

SEGOB grants a limited number of long-term permits to companies, mostly linked to land-based casinos and remote betting centres. Each online domain must be authorised by the DGJS under one of those permits, often with a third-party operator running the site.

Tax on winnings
Licensed operators withhold 1% federal ISR on winnings plus the state prize tax (about 6% in most states, such as Mexico City), so roughly 7% is deducted at source.
Operator tax
Operators pay the special tax on production and services (IEPS) on betting revenue. The rate rose from 30% to 50% for 2026, and online gambling is expressly included.
Self-exclusion
No national scheme yet; use each sportsbook's own self-exclusion tool.

The main laws

  • 1947

Ley Federal de Juegos y Sorteos

Bans gambling except games and draws permitted by SEGOB, and gives SEGOB authority to grant permits for betting.

  • 2004

Reglamento de la Ley Federal de Juegos y Sorteos

Sets the permit system for remote betting centres and number-draw halls, the rules for authorising websites, and the rules on advertising (Article 9).

  • 2023

    Decree amending the Reglamento

Published in the DOF on 16 November 2023, it tightened the permit rules and banned slot machines for new permits.

  • 2013

Ley del Impuesto sobre la Renta, Article 138

Requires a federal ISR withholding on prizes: 1%, or 21% where the state's own prize tax exceeds 6%.

How to check a sportsbook's licence

  1. Find the permit number, permit holder and DGJS authorisation letters (oficios) in the footer of the betting site.
  2. Open juegosysorteos.gob.mx and check that the permit holder appears on the list of permit holders.
  3. Check the exact domain on the DGJS 'Páginas web autorizadas' list, and make sure its status is operating, not 'baja temporal' or suspended.

Recent changes

  1. A decree amending the Reglamento (DOF, 16 November 2023) banned slot machines for new permits and tightened the permit regime; several operators challenged it in court.

  2. The IEPS rate on betting and draws rose from 30% to 50%, applying to both land-based and online gambling.

  3. SEGOB finished a draft law to replace the 1947 Ley Federal de Juegos y Sorteos, and a separate initiative proposed banning welcome bonuses and celebrity endorsements; neither had been enacted by October 2026.
